Delete branch "distfixes"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
These issues were noticed while building a tarball and preparing RPM packaging.
The first commit was necessary so that make distcheck succeeds (to get the tarball).
The second commit adds README.rst and INSTALL.rst to the distribution, so packages can add them (e.g. in /etc/share/doc). For that they need to get into the distribution in the first place.
