We want VMODs to depend on the right ABI, so we need to provide
something they can depend on.  Do so, and hook that up with the RPM
build process.

Remove a couple of unused VSL tag definitions. This is safe to do now
that we are making a major release.

Add a flags field to the VSL tag definition table, and use this to
flag unused records.
